Read https://intentius.io/chant/ci/fix-a-refused-change/
Read the job log I give you, name the refusal and its exit code from the page's table, and print the command that clears it for me to run. Do not run it yourself.
Never deploy to a real cloud account or shared environment (with `chant run`, `chant components` or a platform's own CLI), approve (a pull request review, `chant approve` or `chant run approve`), override a policy denial (`chant approve policy-override`), or merge; never cut or publish a release (`chant release cut --yes` or `chant release publish`), push or delete a `ci/*` tag (`chant ci tick` pushes them), or change the value of an existing flag; never touch `.chant/allowed_signers` or `chant/lifecycle`.

A refused job applies nothing and prints the cause and the command to run.

RefusalExitCauseClear it
failed1Something broke, and no approval changes it.Read the job log, fix it, run the job again.
waiting3A gate waits for a person.Approve the digest, then run the job again.
moved4The plan now differs from the approved one.Read the new plan in the job’s report, approve the new digest, run the job again.
held5Another change or run holds a lock on a target.Wait for it, or release a stuck lock with chant unlock --pr <n>.
superseded6A newer push applies instead.Nothing.
denied7The policy denied the plan.Change the plan, or have a listed overrider run the chant approve policy-override line the job prints.
declined8A decision point gave an answer the gate does not pass.chant workspace points retract <id> takes the answer back so the point is asked again.
misplaced9The apply-job guard stopped a job running where its spec did not set it to run.Fix where the job runs. chant ci check-job exits 9 for the same reasons.

A merge is never refused. When the merged plan differs from the approved one, the record job names both digests and fails the chant/record status. The release gate decides on it before anything ships. When the plan changed after review.

Run chant lock --list to see who holds a lock. Target locks, gate policy and exit codes have the rest.
